FILE PHOTO A CULPRIT: The pier at the Wilson Harbor gets battered by wind-driven waves in this file photo. The harbor will be dredged in 2014 for the first time in a decade. Silt has built up over the last 10 years, causing some boats to get stuck. The Army Corps of Engineers has tied some of the recent silt buildup to Hurricane Sandy.
