Woman faces DWI charge after Saturday collision

Lockport Union-Sun & Journal — An 18-year-old woman faces several charges after leaving the scene of a two-car accident at Hamm Road and Locust Street Extension early Saturday.

Jasmine A. Rickard of Upper Mountain Road, Lewiston, was charged with driving while intoxicated, driving while ability impaired by the combination of alcohol and drugs, leaving the scene of an injury accident, unauthorized use of a motor vehicle and passing a stop sign.

Rickard was arraigned in Lockport Town Court and was ordered held at Niagara County Jail on $5,000 bail pending a return court appearance Thursday.

Rickard also was the subject of an outstanding bench warrant, from Lewiston Town Court, for a sentence violation. Bail on that charge was set at $25,000, according to the Niagara County Sheriff's Office.

The sheriff's office responded to multiple 911 calls regarding an injury accident about 7 a.m. Rickard, the driver of one of the vehicles, had fled the scene. She was located at the Kenyon's Variety store on Robinson Road at 7:45 a.m. and was arrested, the sheriff's office said.

Accident investigation showed that Rickard was southbound on Locust Street Extension when she failed to stop at the stop sign and struck a vehicle that was eastbound on Hamm Road.

Rickard and her passengers, Justin Phillips, 20, and Dylan Phillips, 18, both of Lewiston, all were taken to Eastern Niagara Hospital-Lockport with minor injuries, the sheriff's office said.

The driver of the second vehicle, Allan David, 64, of Royalton, also was taken to Eastern Niagara Hospital-Lockport with minor injuries.
