Man, 19, charged with assault, harassment

Lockport Union-Sun & Journal — A 19-year-old East Avenue man faces assault and harassment charges following an incident on Regent Street on Tuesday evening.

Charles J. Nemec, 145 East Ave., lower was charged with third-degree assalt, second-degree harassment and obstruction of breath. He turned himself in at police headquarters at 6:30 p.m.

Police responded to Regent Street to a 911 call. According to the report, Nemec came to the residence and yelled at the victim. Nemec struck the victim in the face multiple times with his fist, put his arm around the victim’s neck and cut off his breathing for a short amount to time. 

After police were called, Nemec left in a car. There was swelling around the victim’s eye. He had lacerations, swell marks on his neck and pain in his jaw. 

Nemec heard the call on the police scanner and turned himself in.
