State police arrest Level 2 offender

The State Police arrested a 35-year-old Lockport man for failing to report a change of status as a sex offender on Tuesday. The alleged offense is a class E felony, under the New York State Corrections Law. Richard C. Muth, was found to be in possession of an e-mail account that was not reported to the Niagara County Probation Department or the New York State Division of Criminal Justice Services on June 26. As a level 2 sexual offender, Muth was required make such notification. Muth was convicted of first-degree sexual abuse in 2002., Muth was arraigned before city of Lockport Judge William Watson and was remanded to the Niagara County Jail on $1,000 cash bail and is scheduled to re-appear this morning.
