BLOTTER: Police reports published July 4

Lockport Union-Sun & Journal

City of Lockport

• CRIMINAL MISCHIEF: The manager of Reid Petroleum on West Genesee Street reported that three windows, valued at $350 each, were damaged by BB or pellet guns Friday.

• DWI: Louanne M. Cyrus, 28, 3983 Lower Mountain Road, Apt. 1001, Cambria, was charged with driving while intoxicated, an equipment violation and failure to keep right. Police said Cyrus was observed driving without headlights and failing to keep right at 2:12 a.m. Friday on Lincoln Avenue. Officers said they detected a strong odor of alcoholic beverage from Cyrus, who subsequently failed sobriety tests, according to reports.

• CHARGED: Devin Leigh Juliana, 31, 735 Market St. Apt. 11, was charged Friday with possession of a controlled substance. Police responded to a report of a suspicious vehicle at 3:30 p.m. at Dudley Park on Union Street. According to Youth Department employees, Juliana reached into his pants and dropped a baggie into the wood chip area of the playground as police arrived. The baggie contained a black tar substance which tested positive for heroin, according to reports.

• MENACING: Matthew E. Daugherty, 37, 182 North Transit, Apt. 2 was charged with second-degree menacing and second-degree harassment. The victim reported he was walking on Prospect Street when Daugherty began yelling and threatening him. He said Daugherty was intoxicated and followed him in a Ford Explorer and swore at him, according to reports. Daugherty reportedly got out of the vehicle with a bat, swinging it in the air, according to reports. Daugherty was arrested at his residence.

• CRIMINAL TRESPASS: John J. Cuillo, 31, 36 Spruce St., Apt. 3, was charged with third-degree criminal trespass. The patrol responded to Harvey Avenue at 1:54 a.m. Friday for the report of a man screaming in the front yard. The resident said Cuillo came into his residence looking for his girlfriend. He refused to leave and threatened to damage the caller’s property, according to the reports.

Town of Lockport

• PETIT LARCENY: A Harvest Ridge Way resident reported that someone stole an iPod, iPod charger and $60 from his unlocked vehicle in the driveway Friday. The wallet contained several credit cards that were not taken.

• DWI: Robert F. Dittmer Jr., 40, 699 Niagara St. was charged with driving while intoxicated and speeding on Friday. Police said when they pulled Dittmer over at 3 a.m. on Beattie Avenue, they detected the odor of alcohol and observed slurred speech, according to reports. Dittmer reportedly declined a chemical test on the advice of his attorney.
