Lockport Union-Sun & Journal — PENDLETON –– Starpoint Central School District has received state approval for its APPR plan for teachers and principals.
Superintendent C. Douglas Whelan made the announcement at a Board of Education meeting Monday. The district’s plan had been submitted in July, but hadn’t heard back from the state education department until the fall.
Under state law, school districts must develop an Annual Professional Performance Review for teachers and principals. A negotiated agreement signed by the district and the union involved must have final state education department approval by Jan. 17. A late penalty would be the loss of the expected increase in state aid for the 2012-13 school year.
“We would have lost $408,000,” Whelan said.
As for the rest of eastern Niagara County, Barker, Lockport City Schools, Newfane, Royalton-Hartland and Wilson schools have all received final SED approval for their plans.
APPR was one of the mandates Albany forced on school districts, as part of the federal Race To The Top competition. New York state won $700 million, half of which would be sent to schools to carry out directives such as APPR.
However, some local districts received less than $60,000 total over the next four years. Lockport received roughly $350,000 total over four years.
State Education Commissioner John B. King, Jr. announced last week that 442 districts across the state had received approval for their APPR plans. About 220 districts submitted a plan, had it reviewed and are making corrections before final approval. Two dozen school districts have yet to submit a plan, King said.
• In other Starpoint news, Whelan said the district has received $3,600 from the New York Power Authority for agreeing to shut off Starpoint’s power for a total of five hours during the summer.
