Lockport Union-Sun & Journal — HARTLAND — When 2014 residents in the Town of Hartland will have their waste removed by a new company.
By a unanimous vote, the town trustees approved the contract with Waste Management to be the new refuse hauler. Previously the trash hauler was Allied.
Supervisor Ross Annable said the town’s three-year contract with Allied was over come the end of the year, and the town decided re-bid the service and go to a cart-based system. Currently, trash pickup is once a week and includes residents using a variety of small totes for their recyclables. The new system will provide residents with a heavy-duty wheeled cart specifically for recyclable materials.
“We’re going to purchase carts for everybody,” Annable said, noting that the money spent on those carts will be recouped in the next two to three years based off of projected savings under the new waste plan.
“It will probably be a savings of about $40,000 a year,” Annable said. By the end of the three year contract the town will start to see real savings as all the carts will be paid for and, Annable noted, from running recycling trucks every other week. The overall cost for the recycling carts, which are heavy duty 65-gallon containers, is between $75,000 and $80,000, including extras to replace broken ones or to give to new homes. Each cart is in the $40-$50 range.
“The long term goal is to keep the tax rate flat for the next several years while providing this system,” Annable said. “Traditionally, companies have found that moving from a smaller tote to a larger tote leads to people recycling more items.”
The trend toward recycling is something that could positively affect Hartland’s refuse costs.
Annable explained how refuse collecting companies base their prices on a municipalities total garbage weight. “Hopefully, with this system we’ll get less garbage and more recyclables. If we can reduce our actual garbage load, that can affect future bids and help us stabilize our rate for the next several years.”
