CHARGED: Nelson L. Roman, 55, 290 Niagara St. was charged with second-degree criminal impersonation and criminal possession of a hypodermic needle. According to the arrest report, Roman was stopped on an active warrant at 4 p.m. Wednesday on Washburn Street. He was found with two hypodermic needles and drug paraphernalia.

MARIJUANA: Matthew B. Starowitz, 24, 7466 Whitney Mill Road, Elba was charged Monday with unlawful possession of marijuana. Deputies from the Niagara County Sheriff’s Office said Starowitz was traveling west on Robinson Road when he was reportedly seen changing lanes unsafely. Deputies pulled Starowitz over, who reportedly told deputies he made the change because his GPS told him to. While speaking with him, deputies said they could smell the odor of burnt marijuana. When asked about it, Starowitz allegedly said there wasn’t any marijuana in the vehicle and deputies could check. Deputies reportedly found two small bags of suspected marijuana, a small scale and four glass smoking pipes, each with burnt marijuana residue in them. Starowitz said he forgot about those items. He was given an appearance ticket and is scheduled to report Sept. 12 in Lockport Town Court.
